Hung Yen Provincial Police have prosecuted 30 suspects involved in an illegal broadcasting ring for sports and movie content on the "Xôi Lạc TV" system, while also organizing and operating online gambling activities.

The Investigation Police Agency of Hung Yen Provincial Police has initiated a case and prosecuted 30 suspects related to an illegal broadcasting ring for sports and movie content on the "Xôi Lạc TV" website system. The case is identified as involving copyright infringement and related rights violations, as well as organizing and operating online gambling.

According to the Department of Cybersecurity and High-Tech Crime Prevention (A05 - Ministry of Public Security), two key masterminds leading the ring are P.N.D. (born 1979) and N.C.D. (born 1993), both residing in Hanoi. The subjects built a streaming website system to illegally broadcast numerous sports and movie contents copyrighted by legitimate distributors.

The investigation revealed that this system operated on a large scale, involved many participants, and was tightly organized. Members were assigned to different departments and operated under the guise of technology companies to conceal their illegal activities.

Beyond broadcasting pirated content, the "Xôi Lạc TV" system also integrated advertisements, links, and mechanisms to redirect viewers to online betting and gambling platforms. This was identified as the primary revenue source, leading to various related cybercrime issues.

On February 2, 2026, authorities coordinated to dismantle this ring. Immediately afterward, the entire "Xôi Lạc TV" website system unexpectedly ceased operations without any notice. Related social media pages and commentator accounts also stopped updating new content.

Authorities stated that dismantling this system helps protect intellectual property rights online and curbs illegal gambling activities. The public is advised not to access or share links to sports and movie streams from copyright-infringing websites to avoid risks such as malware, personal data theft, or being lured into online gambling.
